Everyone, so long as you're a farmer. Mind you, the ECAN councillors were sacked by the government so they could appoint their own cronies to push through water rights claims for farmers. And there's no sign that the government is going to reintroduce democracy at ECAN any time soon. Must still be some water they can give away to their mates.
